Here you can select which options you want to make available by unchecking them and saving. You can also add or remove the option to add a new folder entirely by going to advanced settings. I have created a permissions level called 'Edit Web Parts' which has the option 'Add and Customize Pages' set and assigned it to my username which also has the 'Full Control' permission level.
